The Official Regulation concerning the organization and unfolding of the “TriChallenge’’

SECTION 1. THE ORGANIZERS AND THE OFFICIAL REGULATION OF THE COMPETITION

The “TriChallenge Mamaia″ competition, hereafter referred to as “the Competition”, is organized by the SmartAtletic Sports Club and its aim is to promote triathlon as a sport for the masses and to support high-performance sport among Romanian triathlon participants.

The participants in the Competition are obliged to observe the terms and conditions of this Official Competition Regulation (hereafter referred to as ”the Official Regulation”).

The Official Regulation has been drafted and shall be made public in accordance with Romanian public legislation; any person requesting it may access it for free on the www.trichallenge.ro/en website, as well as at the location of the Competition.

The competition will be organized in accordance with the ITU Competition Rules and the Romanian Triathlon Federation regulation; competitors must observe the ITU Competition Rules, except for those expressly overruled in this regulation.

By participating in this Competition, participants agree to observe and conform to all provisions, terms and conditions in this Official Regulation and to the current applicable legislation, as well as to sign an affidavit made available by the Organizers at the time of registration, as well as on the day of the competition, upon validation of registration.

The competition is part of the FRTRI Romanian Triathlon Series. The official rules and other details of the series are available on the FRTRI official website.

 

SECTION 2. THE TIME AND PLACE OF THE COMPETITION

2.1. The date and location of the Competition:

The amateur competition will take place on Saturday, 14-16th September 2018, in Mamaia, in the vicinity of the Mesogios Restaurant (the competition area and the three courses are marked on the official map on the website).

The starting line of the Competition will be on the beach, close to the Rex Hotel and the finish line will be laid out in front of the walkway of the Mesogios Restaurant.

Access to/out of the competition area:
a) – by personal automobiles
b) – by public means of transport

The competition will take place in accordance with the COMPETITION MECHANISM, as it is detailed in SECTION 3 of this Regulation.

 

SECTION 3. THE COMPETITION MECHANISM

3.1. The participants and the unfolding of the Competition

This competition is aimed at any person interested in triathlons, in swimming, cycling or running, at any person whose health allows them to participate in one of the event races.

The minimum age requirement for participation is:

  • 20 for Olympic races
  • 17 for Sprint races and
  • 14 for Super-sprint races

Participants in this Competition may sign up for one of the individual races or for the relay races.

a) Individual races:
a1) The super-sprint race
a2) The sprint race
a3) The Olympic race

b) Relay races:
b1) The sprint relay race
b2) The Olympic relay race

A relay team is made up 2 or 3 people. A person participating in an individual race MAY NOT take part in a relay one.

3.2. Distances to cover 

The competitors must cover the following distances, depending on the race they are participating in:

The Super-sprint race:
400m swim + 10 km bike + 2.5 km run

The Sprint race:
750m swim + 20 km bike + 5 km run

The Olympic race:
1500m swim + 40 km bike + 10 km run

3.3. The competition course

Competitors in the individual races must cover all three legs integrally (swim, bike and run) in this order and on the aforementioned distances, according to the races they have registered for.

The race course will be secured by means of 2m-tall fences, gendarme barriers, signaling tape and cones. In certain pre-established places there will be representatives of the Organizers – course commissioners. They are responsible for making sure that all competitors make it to the end of the course in full safety, as well as that competitors observe the rules stipulated in this Regulation.

Competitors which do not follow the official course or shorten the course in any way (a course which provides a competitive advantage) shall be disqualified.

3.3.1 The swim course

The swim will take place in the Black Sea, the starting line being in front of the Rex Hotel. The start waves and schedule will be detailed in the program page.

Competitors in the individual Olympic race and the ones in the Olympic relay races respectively must cover two laps of 750m.

In case there are weather changes, such as strong winds, abundant showers, low temperatures, the technical and medical officials may take the decision to move the swim in Siutghiol Lake, may modify the length of the swim course or may adopt new provisions regarding the use of a neoprene suit. The final decision will be made one hour before the start of the competition and it will be conveyed clearly to the athletes by the Technical Official.

In case the swim leg is cancelled, it may be replaced by a new run leg. In the case of relay races, it can be covered optionally by the swimmer or by the runner.

3.3.2 The transition area

The transition area is the same for swim-to-bike as for bike-to-run.

Access to and out of the transition area will be secured and granted to participants only.

DETAILS REGARDING TRANSITION AREA SECURITY:

  1. The area will have video surveillance;
  2. Access will only be given based on the bicycle number;
  3. Security will be provided by a security company.

The placing of bicycles and equipment in the transition area will be done between 09:00 and 10:00. After this interval, for security reasons, there will be no more access to the transition area except during the race, even if the start signal for the race the competitor is taking part in has not been given.

The placement of the bicycle in the transition area must be done in the allotted rack segment, according to the competition number and the race the participant is competing in. The racks will be provided with signs indicating the number interval in which a bike may be placed for each segment.

Placing one’s bicycle in a rack segment other than the allotted one, both before the race and at the T2 transition will be penalized and given a warning if the competitor corrects their mistake before 10:00 or a 5-second time penalty in super-sprint, a 10-second one in sprint and a 15-second one for the Olympic distance.

a) T1 – from swim to bike

It will involve covering a distance of approximately 100m between the lake and the transition area.

For competitors in the relay races, the exchange between the swimmer and the cyclist will be made before entering the transition area, in the area marked T1 on the official map. Here, the cyclist will have to wait for the swimmer and receive the competition chip from the latter.

b) T2 – from swim to bike  (bike to run)

Competitors must place their bicycles in the same allotted segment as before the competition. Lack of observance of this rule will be sanctioned according to the details above.

Participants may mount their bicycles upon exiting the transition area only after crossing the “Mount Bike” line and must dismount before the ”Dismount line” (by placing one foot on the ground before the line) upon finishing the bike course. These two lines will be marked accordingly and there will be volunteers announcing these areas. Lack of observance of this rule will result in a penalty in accordance with ITU rules.

3.3.3 The bike course

Road traffic on the bike course is completely banned.

Counting the laps is entirely the responsibility of each competitor. If, upon validation of the results, the competitor has not made the full number of laps, they will be disqualified.

Drafting

Drafting is NOT permitted during the bike race.

The draft zone is a 3m wide, 8m long  rectangle for bicycles and a 5m wide, 35m long one for vehicles (motorcycles). Length is measured from the front wheel of the bicycle or motor vehicle. The width of the rectangle will be centered on the middle of the front bicycle or vehicle.

Movement in the draft zone of a bicycle or motor vehicle or movement which prevents another competitor from overtaking except by infringing the draft zone is forbidden.

It is permitted to temporarily cross the draft zone during overtaking maneuvers. This must not exceed 20 seconds.

Overtake

– one athlete is considered to have overtaken another when the front wheel of the former’s bicycle moves in front of the latter’s;
– once overtaken, an athlete has 5 seconds to exit the draft zone;
– athletes must only move one side of the road, in order to allow overtaking and not to block other athletes.

Exceptional cases in which entering the draft zone is permitted:
– for safety reasons (example: avoiding an obstacle);
– 100m before and after a supply station, on entering and exiting a transition area;
– 100m before and after a tight curve.

Drafting penalties:

– warning upon the athlete’s first infringement if the athlete exits the draft zone;
– time penalty on the second infringement: 15 seconds for the super-sprint distance, 30 seconds for sprint and 60 for olympic.

3.3.4 The run course

Road traffic on the run course is completely banned. The run will take place on the promenade.

Counting the laps is entirely the competitors’ responsibility. If, upon validation of the results, the competitor has not done the full number of laps, they will be disqualified.

Supply stations for the run course. There will be a single station at each loop, at no more than 2.5 km.

3.3.5 The Penalty box

Along the run course, according to the official map, there will be a penalty box for the implementation of time penalties given by technical officials on the swim course, in the transition area or on the bike course.

In this area, the numbers of the competitors who must be submitted to a time penalty will be posted visibly on a panel. It is the participant’s obligation to check this panel in order to find out if they must undergo a time penalty.

The implementation of a time penalty

It is done by stopping completely by the side of the technical official in the area, who will start counting the seconds of the time penalty. If the athlete moves during the implementation of the penalty (running on the spot being forbidden as well), the technical official will stop the count until the athlete is completely still. The penalty may be implemented whenever the athlete desires it, as long as it is done before reaching the finish line. If the athlete has several penalties to undergo, they can opt for either undergoing them all at the same time or in turn.

Not submitting to all the penalties will result in the disqualification of the athlete.

3.4. Registration

The registration of participants is done by filling in the online form on the www.trichallenge.ro/en website.

Places are not transmissible, participation fees are not transferable or refundable. In exceptional situations (emergencies/accidents/justified incapacity to participate), the place may be transmitted to another person; the transfer fee in this case is 60 lei. These exceptional situations are only possible two weeks before the event.

The modification of a participant’s position from one race to another (e.g. Ion Ionescu being transferred from sprint to Olympic) is only possible within a maximum period of /at least 2 (two) weeks prior to the event. The transfer fee is 60 lei.

A person participating in an individual race MAY NOT take part in a relay race. There are no exceptions, irrespective of the situation/case.

3.5. The registration fee

The registration fees and all the participation conditions are available on the registration page.

The participation fee must be paid within a maximum of 3 days since filling in the online form. In case it is not, the registration will be cancelled.

The participation fee is non-refundable. Only in exceptional situations is the transfer of registration allowed, according to the provisions above.

3.6. The affidavit

All competitors will fill in and sign an affidavit that indicates that they are medically apt to take part in the competition.

In the case of minors participating in the competition, one of their parents/their legal guardian/legal representative will fill in and sign an affidavit according to which they give their approval and take responsibility for the participant’s (child’s) being medically apt to participate in the competition.

The participation in the competition/event of people who have alcoholic beverages/drugs about their person or are under the influence of such substances, of people who carry weapons of any kind, explosive or incendiary materials, tear or irritant or paralysing substances, electroshock devices or any other objects which may be used in violent actions or to disturb the normal unfolding of the event is forbidden.

The people who will infringe these provisions will be removed from the event area by the Organizers, even with the help of law enforcement authorities, if the situation requires it.

3.7. Equipment and competition requirements. Competition numbers

Competitors will use their own equipment when taking part in the competition. Competitors are recommended to wear appropriate equipment for the weather conditions at the time of the day the competition takes place. The participation equipment must observe ITU rules.

For the swim leg, depending on the water temperature, the necessity or lack thereof of a neoprene suit will be announced. The official swim cap is mandatory for the swim leg.

The competition numbers, the swim cap and the timing chip will be provided by the Organizers and will be handed to competitors after the filling in and the signing of the affidavits.

The competition number will come with an elastic band and must be worn on the back by each competitor during the bike leg, then pulled over to the chest/abdomen area during the run leg, so that it is visible. The participation number may not be altered (cut, carved out, folded) or covered in any way.

The helmet is MANDATORY for all participants!

3.8. Start and time limits

The start hours for and limits every race are detailed in Schedule.

The schedule may undergo certain changes, which will be announced beforehand.

The starts for the sprint and Olympic races may have 10-15 minute margins, depending on the competitors having arrived from the previous leg and on the decisions made by referees along the track.

3.9. Determining the results

The ranking for each category will be made in the order of arrival of each participant.

Upon crossing the finish line, the time each participant needs to complete the course will be measures by means of bracelet-type timing chip. These chips must be returned after crossing the finish line.

Separate rankings will be made for each category of each leg.

3.10. Course referees, technical officials and the arbitration panel

The arbitration of the competition will be performed by a team of technical officials (ITU, Level 1) on behalf of the Triathlon Federation.

The team of technical officials and race commissioners (course referees) will cover the entire area where the races take place and will make sure that competitors follow the course and observe this regulation.

Any infringement of this regulation will be penalized by technical officials by means of a warning, a time penalty or disqualification, depending on the severity of the infringement.

If a race commissioner notices any attempt to ”cut the course short” (by shortening it or deviating from it), the competitor will be disqualified.

3.10.1 The arbitration panel

The arbitration panel will be responsible for settling all appeals. The names of the members of the arbitration panel will be published on the official website later on.

3.10.2 The filing and settling of appeals

Appeals are to be filed at the official event office located beyond the finish line, marked ITU&LOC Office on the official map. Appeal forms are to be found at that same office.

Appeals must be filed personally by the athlete or by a member of the relay team within a maximum of 30 minutes after the end of the race they have participated in.

The settling of the appeals will be done by the arbitration panel.

 

SECTION 4. ANNOUNCING AND PRESENTING THE AWARDS

4.1. Titles and Awards

At this edition of TriChallenge Mamaia will be two main categories:

  • OPEN (professional competitors – legitimated or not), prizes in money & products
  • AGE GROUP (amateur competitors): positions 1, 2 and 3 of each category will receive awards, in accordance the categories and awards page.

for the Sprint and Olympic individual races, for each age group, positions I, II, III will be given awards if  there are at least 5 registered participants in each category. If this is not the case, only the 1st position award will be given;

The prizes will be announced before the beginning of the competition. Aside from the prizes, winners will also receive diplomas. All participants will receive electronic participation diplomas. The value prize money will be paid ONLY through bank transfer in 30 days from the event day. Will NOT be accepted other payment methods. For the transfer, winners will send an email at contact@smartatletic.ro with the IBAN account and ID copy until 30th of September.

The official award ceremony will take place according to the official schedule available on the website.

SECTION 5. ADMINISTRATIVE CONDITIONS

5.1. Administrative conditions (during the races)

The organisation of the event is the task of the Organizer, the SmartAtletic Sports Club, which is in charge of implementing the event.

Participants who give up the race during the run are asked to go to the Start/Finish area in order to notify the course referee in their current location about their abandoning the race.

The competition will be provided with medical care in case of accidental injury. Medical care will be available near the start/finish area.

5.2. Exceptional administrative conditions

In case extraordinary situations come up regarding the safe unfolding of the event (extreme weather conditions), which cannot be predicted, the event will be postponed or even cancelled.

In case the event is postponed or cancelled, participation fees are non-refundable. In case the event is cancelled, the participants will receive the complete participation kit.

5.3. Administrative conditions (general)

In accordance with the current legislation, the Organizers will make public the names of the winners, as well as the prizes given in this Competition. The winner list will be published on the official website after the event in maximum 7 days.

The Organizers also undertake to observe the provisions of Law no. 667/2001 regarding the protection of personal data.

As such, the Organizers undertake to maintain the confidentiality of this Competition’s participants’/winners’ personal data and use them in accordance with this Official Regulation, with the participants’ affidavits and with the current legislation.

Competitors are forbidden from dumping any leftovers or rubbish in the area where the competition takes place, being liable to disqualification from the Competition. They will have rubbish bins in the park or rubbish bags provided by the Organizers in the start/finish area at their disposal. At the end of the event, the Organizers will make sure that waste is removed and taken to especially designated areas.

The participation in the competition/event of people who have alcoholic beverages/drugs about their person or are under the influence of such substances, of people who carry weapons of any kind, explosive or incendiary materials, tear or irritant or paralysing substances, electroshock devices or any other objects which may be used in violent actions or to disturb the normal unfolding of the event is forbidden. The persons infringing these provisions will be removed from the event area by the Organizers, even with the help of law enforcement authorities, if the situation requires it.

The Organizers reserve the right to modify this Regulation before the start date of the Competition, undertaking to announce any modifications made on the official website, as well as at the location of the event.
